Process
Read and/or watch 'How Can I Develop? Creating a Development Plan'. If you manage performance effectively through regular one-to-ones, you will be able to spot when a plan is necessary. Follow the logical steps in the process. You must involve the individual in this process, both in prioritising development needs and in choosing a solution that they can commit to.
Methods
With your team member consider the different learning styles described in 'How People Learn'. Choose a solution that suits the learner and make sure that they include practice and review. The best way is to include all the styles, even if one is least preferred. Start with one they like.
Involvement
Encourage team members to get involved in anticipating their learning needs and setting their own learning objectives. Work with them to create their own development plan, giving advice on appropriate development methods.
Support
Appoint buddies/coaches/mentors for some or all members of staff. Ask them to read 'Coaching and Mentoring' for tips.
Be prepared to grow
Read Growth Mindset for tips on how to encourage an attitude for fast and effective development and recognise if your mindset is ‘fixed’; not helpful for successful development.
